For example, if a State sets a $3.5 Million cap in their Pick-3 game, that means that they will only allow 7,000 total straight $1.00 wagers on any given number. That still leaves plenty of room for us, the players, to relieve the State Lottery Commission of some serious dough each and every day!

    However, if too many players begin hitting the winning number regularly, it cuts directly into the Lottery Commissions profit column, and they then have the right to switch to a Pari-Mutuel payout system. Here's how that works. Let's say that the Lottery sells $1 Million in tickets for a Pick-3 drawing. First they take out around 50%, or $500,000.00, as their operating profit (yes, it's a business remember!) That leaves $500,000.00 for the winners. In a Pari-Mutuel Prize structure, this money is divided equally among all the winners. For example, if 1,000 players match the winning number in Straight form, they will each win $500.00. So far so good. However, if there are 2,000 winners, then they will each win only $250.00. This makes playing a Pari-Mutuel game format very unattractive.
